In a mash-up of two of my favorite subjects--science fiction and the BBC car show Top Gear--the question is asked "Which science fiction supervillain is fastest in a Honda Civic--Darth Vader, Ming the Merciless, a Cyberman, a Klingon, or a Dalek?" One of The Doctor's incarnations shows up to foul the track run of the Cyberman, and the Dalek gets so peeved at not being able to fit into the car that it starts exterminating everybody.
Jeremy Clarkson and Richard Hammond played it pretty straight faced, which made it even more amusing.

Who's the fastest sci-fi villain?
I think I may have seen this on YouTube, but it's been a few years. If I haven't seen this, I saw something similar.
Of course, to answer your question, the fastest sci-fi villain is Professor Zoom, the Reverse Flash. Honda Civic my yellow tights...
